If it's plants and you're not looking for anything exotic then the cheapest place will be one of the big box stores like Lowes, Menards, Home Depot. If you don't like that option then you'll have to pay more for what you buy. I have not found a low cost/high quality garden store in the area. I know of one garden center north of the city that comes to me very well recommended...
